<p>The selection of this national target is based on its relevance to the issue of financing the strategic and targets action plans. Mobilizing financial resources inside Sudan is challenged by low tax revenues and high government expenditures on security, economic development of productive and service sectors that depend largely on the existing degraded natural resources. The selection of the target provides clues to tap new innovative measures and mechanisms for mobilizing needed financial resources.</p>
