Aichi Target 3: By 2020, at the latest, incentives, including subsidies, harmful to biodiversity are eliminated, phased out or reformed in order to minimize or avoid negative impacts, and positive incentives for the conservation and sustainable use of biodiversity are developed and applied, consistent and in harmony with the Convention and other relevant international obligations, taking into account national socio-economic conditions.

The selection of the Aichi Target 3 as a national target was based on complying with the CBD targets, shedding light on the negative impacts of development productive and service sectors policies. Thereby resulted in severe deforestation, overgrazing, land degradation, desertification, and soil, air and water pollution. Hence, the selection of the Aichi Target 3 aims to revise those incentives and subsidies that harm biodiversity and to develop alternative incentives that promote biodiversity conservation and protection functions.
